Rolling stairs
I have a customer who wants to take the wheels off a rolling ladder and make it permanent with additional hand rail and a swing gate on top. He asked if this is OSHA approved. Its my understanding that would be modifying it from its original manufacturers intended purpose and they answer would be NO its not OSHA approved.
Any thoughts on this??

Well OSHA doesn't "approve" anything per se, but it would have to have written permission from the manufacturer to make the modification, which I'm going to assume they'll say no. It's deviating from the original design and intent of the ladder, so I highly doubt they'll approve it.

I agree with what you and Drew are saying - modification probably wouldn’t be allowed.
Are you a consultant? Just recommend a new ladder and see if you can collect commission for the sale 😂

I am 0/6 writing a manufacturer for permission to modify equipment! Two were for PITS, one was a ladder, one was a CNC Lathe, and twice for the same cut-off saw we used for tubing. On this machine there was a red metal plate from the manufacturer that said, "Must Wear Gloves While Operating this Machine!" The employees never touched the tubing and the point of operation was guarded more than enough. It had an auto feed on it. The employees did not want to wear gloves just to push the on button and stand and watch the machine for jams when they kit the E-Stop. We had a plant rule that required the use of gloves (cut-resistant) when handling any material due to burrs and sharp edges. I explained all that to the manufacturer of the saw via email and mail about 6 months apart. Both times I received very quick replies via registered mail, the first had a polite but firm negative response. The second had copies of both my requests in the envelope with a hand-written note that said, "We thought we were clear on our first note back to your request. We explained why we cannot grant your request. We could not then or now! But lets be CLEAR, He__ NO!" So I cannot imagine your client getting approval, but without that your client cannot modify a piece of safety equipment like a ladder! My $.02
Nope. You just changed the original configuration for what it was designed for. Would have to get letter of approval from manufacturer
