How could you decide what is the maximum quantity of hazardous substance, Which could allowed to use at a workplace? Please consider the real time consuming substances on going activities.

I’m addition to the hazardous waste specific regulations, here in the US certain quantities of substances fall into PSM regulations as well (ex: storing over 10,000lbs ammonia)

There are a few things to consider. What are the hazards of the substance? How much do you need? How frequently can you have it delivered? How much can you safely store?
In general you want to store as little as possible. If you need 1000L per day and can only get a shipment once a week, you might want to store 10,000L to be sure you don't run out.
Then you need to look at the hazards of the material. Is it toxic? Flammable? How can you store it safely? Do you need a hazardous storage area? What are the NFPA requirements for your particular occupancy?
