You arrive to the job site and see this occurring a few floors up. What concerns do you have regarding this operation? How would you leverage your safety management system to address any non-compliance?

I feel like there’s got to be an anchor point close by. Just put on an SRL and a harness - maybe a little training too

Issue a stop work order. Do a full blown hazard assessment of the entire footprint. Address all leading edge fall hazards. Address PPE deficencies, perform a site-wide toolbox talk, concentrating on PPE selection and and reduction of silica dust hazards. Ascertain what safety management (if any) system employed at site and make recommendations to owner/operator of footprint/property.

No guardrails, no PFAS, no respiratory protection. With it generating a dust cloud, I wouldn’t be wearing shorts like that so I don’t get dermal exposure. I’d see which fall protection method is best for the situation (guardrails vs. PFAS), then need to do some air sampling to determine exposure levels. All of this could have been identified beforehand with a properly conducted hazard assessment/JSA.
