Third Party Inspection Agencies
Where does it says that lifting and non-lifting equipment should be certified by third party agency and how these agencies are being evaluated by external bodies to ensure quality check.

No, a general inspection can be done by competent person from the same company. Like in the Middle East, most of the prominent organizations have an obligation from the company to ensure their lifting and non-lifting equipment are inspected by approved third party agencies such as TUV Nord etc.
