Fall protection training

What's the regulation for training requirements for employees who wear fall protection? Is that an annual refresher?

Also related - can I have my "competent person" conduct the training? Do they need any special training beyond the annual refresher to become competent? Always been a point of confusion for me, most companies I've been with have outsourced the training, but I'm wondering if I can internalize some of it.
