Aerial Lift - Key in ground control console?
When an aerial lift is being used, should the ground control panel key be left in place? Our maintenance staff has the key in a lockbox in the office with authorized access only.
The operator manual does not address this issue. The only thing I found referenced in OSHA is a technical information bulletin.

Also - how much enforcement weight does a technical bulletin have?

I would not recommend removing the key while it's in use. The whole point of the ground controls is (1) for the pre-use inspection, and (2) so someone else can operate it during an emergency where the operator is not able to get themselves down.
