Nevada NPRM for heat illness prevention

Nevada OSHA has issued a notice of proposed rulemaking for a heat illness prevention standard. It is at the Small Business Impact stage right now. It only includes outdoor heat with just one mention of indoor conditions.

I'm unsure why they don't just wait for Fed OSHA to complete their process since they will have to update it once the Feds issue there rule.
