For a plastic compounder I was told our Finished Goods do not need labels to ship as any chemical would be encapsulated within the pellet. I'm trying to find out with the new update if that is something I need to address or not.

Does the finished product require an SDS based on being deemed a "hazardous chemical" per 1910.1200?

If I was an employee of your customer is the stuff a hazard to me in anyway? Regardless of new rule it needs labeling and an SDS if it is hazardous.
Call your local OSHA Office and ask them.
