Handling Hazmat in Texas
Good evening everyone,
I work for a Canadian company that also operates transload (rail to truck, truck to rail)facilities in the US.
We have an opportunity to transload diesel at one of our facilities in Texas. While we have a ton of experience doing this in Canada, transloading hazmat south of border is new to us.
Can someone point me in the right regulatory direction, I’ve done a bunch of research but it’s confusing to say the least.
The customer is handling the trucks, we just need to transload it from rail to their trucks.

The US Department of Transportation's Hazardous Materials Regulations (HMRs) are found in 49 CFR Parts 100-185. There's a LOT to unpack when it comes to handling HazMats in modes of transportation. Texas does have some state-specific DOT requirements (issued by their Department of Public Safety, or DPS), but the links below should get you in the right direction. Parts 173-174 deal a lot with transloading.

I'm a little late to the game (work has been busy), but a minimum, they would need need to meet 49 CFR 172 and 174 regulations as well as have some sort of OSHA safety training.
The company I work for offers the 2 DOT training courses online (they're self-paced) as well as several OSHA courses that may help.
