OSHA Recordable Question

We had an employee report a hernia on 12/19. They went to the doctor that day but the doctor only observed the area in question. He was prescribed a separate medication for his blood sugar levels. The doctor scheduled a future procedure for the hernia which was completed on 1/31. Would this be a recordable on 2023 log or 2024.

My question is whether or not it became recordable when the procedure happened or when it was first reported. But at the time it was reported they had not received medical treatment.
