I have everything you would ever want, but mine may be old compared to AI! Plus I charge my customers good money for them. Besides I learned most of my OSHA and H&S by researching, writing, and updating procedures!
I am not sure of your business or structure, if you are in a Corporation get them from your Corporate EHS Department, and sister plants. Some other tips:
#1 This is a great one and one my customers always forget! You have to have a Workers Comp Company whether you buy insurance or have a TPA (self-insured). Unless you have a very very small insurance company they all have Safety resources! If it is one of the "big boys: like a Liberty Mutual, Wausau, AIG, Harford..... they have huge Safety Departments with templates for every procedure you can imagine!
#2 Get involved with a H&S Group in your area! Like an ASP chapter! The networking is great, so use it! No one said you have to get certified!
#3 You can use Google and other search engines but be careful or copyrights! Sometimes you can get procedure templates from State OSHA sites. There are a few on OSHA but I never liked those. most are very old!

You can find all of Iowa State University's written programs here:

These are designed to be "umbrella" programs, under which each department develops specific procedures.
