
Is building manufactured housing an a plant construction or general industry?
This came from a discussion on the r/safetyprofessionals sub on reddit. I wonder what everyone thinks. I could make an argument both ways.

It's general industry since it isn't done at a construction site. OSHA published a court ruling on this back in 1987. OSHA wanted to say it was construction, but the Court of Appeals for the Sixth Circuit Circuit shot it down and said it was manufacturing.
Definitely see how people could argue both sides, though.

Wow that is a good one! I was had to really think about it but then came down to Construction. I remembered down near my daughter's school (she is a Kindergarten teacher) they are building a track of 150 homes, that are all pretty much the same, low-income 2&3-bedroom modular type homes, all are white and look the same. I remembered that and figured that to be "Construction" as it all is outdoors. So that is what I said.

Anything that happens in the plant is GI, but if you’re doing anything on site, building a porch, etc would be construction
