Non-compliant stairs

I have 2 sets of stairs accessing a work platform on either side of a large diesel generator for emergency backup building power. The top tread (the last one before the top landing) is 3 inches shorter in DEPTH from the rest of the stairs. This will require an expensive redesign/fabrication that is not likely to be approved anytime soon.

Any ideas on how to reduce the likelihood of a trip going up or down the stairs until administrators figure out how to pay for it. Would painting the top step in a high visibility color create a greater hazard with the visual distraction? I’m looking for something more than a sign,
