I use a contractor management software for all of those things

I was just told in a meeting yesterday that even though this is my site that I am not to interfere with the contractors that are coming in for our expansion. Needless to say, that meeting didn't end well and the one today didn't end well. The words given to me were "Our Construction Manager will not put up with any interference"!
Guess this winter (construction starts) will tell if I am still employed or not.
This is a weak point at my company that I'd like to improve. Ostensibly, our process is as follows:
1) Contractors sign in at the front desk
2) Maintenance lead escorts to the work site
3) Maintenance lead monitors the work
4) Contractor signs out
What actually happens most of the time:
1) Contractor doesn't sign in
2) Contractor lets themselves in the back gate and gets to work
3) Maintenance lead monitors the work
4) Contractor doesn't sign out
So, that's a bit annoying, but our maintenance lead does a good job of monitoring the work and communicating progress to the rest of the team. I believe the bigger problem we have is contractors not consistently wearing PPE on our site. I'd like to implement a protocol in which the supervisor/lead of all contract work must sign a document which states our rules for sign-in/sign-out and use of PPE.
