Cage for LP Tanks
Is there any requirement for grounding a cage that holds LP tanks for forklift use?
Is there any particular regulation on this in Mexico?

No requirement. Just has to be outside and secured from tampering (locked). However, always check the cage manufacturer's requirements.

Not sure about the regs in Mexico.
Since you are just storing the tanks, there isn't an opportunity for static build-up, so grounding is unnecessary. As Drew mentioned, do not store LP inside. Also, the Compressed Gas Association states that LP cylinders should not be stored with flammable liquids.
