List of Difference Between Fed OSHA and State Plans
We are embarking on the process updating or H&S programs and policies. Currently we operating is 14 different OSHA jurisdictions.
Does anyone know of a document that shows the differences in regulations between Fed OSHA and the state plans? I know many of California's differences from Fed OSHA because I worked in California. Also, know that Washington LNI has differences. Nevada seems to track Fed OSHA closely.
Has anyone seen a document that details the difference?

Not one that lists all of the differences because some states are pretty extensive, especially like Michigan.

Michael,
My sentiments echo Drew's.
For the last 33 years I have lived and worked in WI. We are a Fed State. But all the states surrounding us have state plans. I was also assigned to a plant in Minnesota but was still based here in WI. I found MN very similar to OSHA with some nuances in programs. I worked for a corporation with locations in most states, Canadian provinces , and many countries around the world and so exposed to most Plans.
I literally grew up in Michigan. For the first 20 years of my career it was the only Plan I knew. They are kind of like Drew said somewhat more "extensive". My experience with them is pretty much <1990. But the one thing I really remember about MIOSHA was their Safety Education and Training Department or we just called them SET. They would actually come in and train your employees for you! And the trainers were ALL very good! Overall I thought MIOSHA much more helpful than OSHA has ever been. They had several great programs, if you were smart you would use!
In my corporation with all its locations all over the world OSHA compliance was the BASE! they did a great job of informing us on all OSHA and state plan citations. With 300 locations that was a job. "Repeats were unacceptable!"
