From what standpoint? Fall Protection? Structural integrity?

Drew is right on with regards to OSHA.
I only worked at one large plant with a water tower, and that was almost 40 years ago in Michigan (State Plan). We did not allow any of our employees on the water tower for any reason at anytime! All work done on it was contracted out! I remember I was tasked with getting it painted. I remember getting a quote for getting it painted and although we had accrued some money for the job, it blew our budget out of the water as to cost. The initial quote was like $100K, which in 1985 dollars is almost $300,000 today! We had no choice but to go ahead as the painting was way overdue!
I do remember we had to apply for permits from the state and city. So I would look to those too!
Two years ago I was back in MI and drove by my old plant, closed for 25 years. Very sad! WE had 500 employees back in 85-90, Now weeds are growing all over the parking lot and the building is falling in on itself but the water tower still stands!
