What does a safe driving program look like for an employer with 25 trucks that drive to the worksite? Like a utility?
I supported a fleet program for pharma reps a few years ago. MVR checks are important; driver training, especially for high-risk drivers; a solid ergonomics program; incentivizing drivers and gamification are also helpful in the right environment.

I'm late to the party when answering this question as I've been in and out of the office the past month dealing with my wife's health issues. As Robin stated MVR's are important. And I second Drew's comment about Stacy and Surecam. We've used their dashcams for a few years now. I train also on Defensive Driving. There are a few good training programs out there on that depending on the type of industry- Smith System, NSC, and Marsh's PACE. I've used all but Smith System.
If you use dashcams there are pros and cons. We looked at both rear facing and front and ultimately settled on front only. The rear facing is good to get a better understanding of driver behavior and can help prove (or disprove) a driver was driving defensively. However, it can be harder to sell to employees. Key is getting their buy-in.
We use journey management for our truck and ofs employee groups.
We also have dash cams, and collect a variety of telematics and AI generated feedback to help us coach employee behaviors.
All driving employees MVR’s are constantly monitored, and DOT drivers have DQ files. Supervisors and the safety managers perform ride alongs. We have an internal system we use to determine who we ride with and how frequently.
