If you are writing a Lockout Procedure I really advise adding the requirement that, "If you feel you do not need to or can not LOCKOUT, you must complete and get approved a "Hazardous Work Permit" to proceed without Lockout!"
I have seen all to many Skilled Trades think they know more than the rest of us, and feel they do not have to Lockout! Also that we are just office people and do not know their world. So I give them a chance to tell me why they know better, and how they intend to keep themselves safe (which OSHA requires in 1910.147(a)(2)(ii)(b). The "NOTE" I have argued about for 50 years! Read the last sentence carefully!). I recognize their skill and expertise, but I stress. "No one has the right to just violate any Safety Procedures, not I, not the Plant Manager, and not you!"
