You forgot the option of not providing training. We don't have any training right now.
My personal feeling is that in person training is always the best but online is easier to implement.

We try to use in person training for our annual training and prefer it to be an outside trainer. I especially like to use those in the medical field as they tend to see more of what the new drug trends are and can also report on that. I use online only as a last resort for those managers that were unable to attend for some reason the in-person training.
We structure ours where all new managers and supervisors are required to go through 2 hours of training that follows a lot of what the DOT requires. After they have completed the 2 hour training then they are only required to attend annual the one hour training.

What is the Goal?
I am a former Supervisor and Manager! "What you want to train me for now? I am too busy now and you want to add to my burden!?"

Previous employers has been a combination of online and in person.
Online allows you to get the basics and best practices without having to coordinate everyone to get together at the same time.
In person will allow for site/job specific situations and get the thought processes (what ifs) for those who have the mentality that "this will never happen to me" or worse yet, no thoughts of possible issues at all.
