If every power source (generator) has a GFCI, are quarterly inspections required with the changing of the tape?

Documented inspections aren't required unless you DON'T use a GFCI, but it's still a recommendation (and usually do color coding with the seasons of the year). Nonetheless, you ALWAYS have to visually inspect it prior to each use.
As you mentioned, you have to do one or the other: either use a GFCI or have an assured equipment grounding conductor program (AEGCP). The AEGCP is a lot more detailed, as noted at the link below. You have to designate a competent person, keep a copy of the written program at each job site, perform various tests, etc.

My horror story above. The guy writing on the clip board is the WI Safety Inspector! We were in the Maintenance Shop! Someday I should write an article titled, "Horrors Found in a Maintenance Shop!" Most of the former OSHA CSHOs will tell you these areas are "Gold Mines" for violations! Picture is at least 20 years old.
When I looked at the bottom of the box, two knockouts were missing!
