If an employee slips on their way into work in the parking lot before they are clocked in...
Is it a work related injury?
I say yes but want to double check. Hourly employee, on his way to work before clocked in.

Parking lot injuries are considered work-related, and there is only 1 exceptions for parking lots and that is car accidents. But walking in and out would be considered work-related. Now, you need to know if it meets the severity criteria...Did the doctor give days away, restricted work, or medical treatment beyond first aid (plus other criteria you need to take into account)? If so, it's recordable.

Yes! Walking in/out of work is considered work-related. Basically, as soon as your employee puts their feet on the pavement after stepping from their car, until the time that they lift both feet from the pavement to get into the car to leave work.
