Hey everyone, are these cylinder racks allowed in university lab spaces?

Depending on how many you have in there, yes. If you only have 1 cylinder in there, it may still fall past the chains. Just make sure it's included in your Chemical Hygiene Plan and in accordance with 1910.1450.
However, even if it's allowed, I would recommend they be stored either outside the building or at least outside the lab due to other chemicals likely being present. The less chemicals you have stored in a lab, the better.
It also depends on what chemical it is. There are maximum quantities for some, some that can only be stored outdoors, etc. What are you storing? Nitrogen or NOS?

We have similar ones on our labs. They are compliant as far as keeping cylinders secure, but you still have to pay attention to compatibility of gasses being stored, total quantity and other factors.
One other thing is that cylinders not required for current lab operations should be stored outside of the lab. There’s room for interpretation in that requirement, but you should at least do a risk assessment based on the type of gas you have stored and the other materials and activities in the lab.
NFPA 45 Chapter 11 covers compressed gasses in laboratories.
