Todays Conundrum, Cooling Tower Access
So I have Commercial Cooling Towers that need to have maintenance completed and the tech needs to be able to gain access to the top of the cooling tower. at least 16' off the ground. No fixed ladder system and nothing to tie off on once on the top that is rated as an anchor point.
Scaffolding is questionable since it is a rubber membrane roof and don't want to damage the roofing material.
ladder work is also questionable for stability and reach to access the nozzles for cleaning.
Not really able to be given a clear answer on how the maintenance was preformed prior to me taking the job 7 months ago. anyone else have this kind of nightmare?
Trying to identify standards and best practices to get this fixed so it can be done safely and no one falls or gets hurt.

A small genie lift?
We had permanent "scaffolding" built around ours

Well you can buy portable anchors. I like the ideas Tim gave you above, the easiest is a manlift that comes in all shapes and sizes. Genie is but only one source, but were once a customer so I will give their site:
https://www.genielift.com/
If employees go up their all the time, I really like Tim's idea in permanent scaffolding.
Someone will have to have some "deep pockets" for all these. Much deeper if someone falls....

What about an aerial boom lift?

The comments indicate that an aerial lift is not an option due to limited space. Could you use a portable Extention ladder to install approved fall protection anchor points as an option to climb thru adjacent piping/structure?
