Hello all, thought I would bring some fun into the mix. Who can explain what is wrong in this image?

1) looks like the numbering is messed up
2) you’d have a hard time flipping those breakers
3) I’m assuming that either this is a subpanel and does not require a main breaker or else a main was not required by code when it was installed.

Looks like they made some alterations to the panel by putting that sheet metal over some of the breakers and screwing it into the center. I’m assuming those alterations would not be recommended by the manufacturer
