Landfill - Convenience Center (Dumpsters)
Hello fellow comrades, it has been quite a while since I have posted, almost a year to the day but I read the latest posts at least weekly.
I am looking for any guidance or resources to find information regarding oversight of the following issue. Leakage from trash compactors that are placed in neighborhoods at a static location for convenience. What regulation/s govern this leakage or more specifically the clean-up.

Another one of those 3 letter Agencies, Environmental Protection Agency (EPA) and the Clean Water Act. Various sections cover runoff requirements.

I would also look at Solid Waste Management that would cover the landfills, convenience centers as well as any local ordinances that could apply as well.
