I think what I would recommend first is to separate the welding and spray painting into different areas.

Flammables, is that a blocked exit?

Probably need some type of ventilated space for the spraying of the paint. It's the worst that they have this exit blocked too!

Flammables next to welding next to cutting/grinding next to paint operations (more flammables plus chemical exposure) and all blocking a fire exit. This place needs a good audit!

The cord on the ground is a trip hazard for sure
Side note/question- why is that orange strap hooked to the door?

House keeping for sure! Its cute how the emergency door is blocked and has a ratchet strap tied to it. I agree hot work shouldn't be done by flammables. Speaking of flammables they should be stored in a fire resistant cabinet.
