Scaffolding
I have guys doing stucco on frame scaffolds and they're taking the crossbraces on the wall side and they never put them back at the end of the day because they say they lose time because they would have to take them off every morning again.
What do you recommend I do to?

Tell them to stop removing the cross braces.
1926.452(c)
"Fabricated frame scaffolds" (tubular welded frame scaffolds).
1926.452(c)(2)
Frames and panels shall be braced by cross, horizontal, or diagonal braces, or combination thereof, which secure vertical members together laterally. The cross braces shall be of such length as will automatically square and align vertical members so that the erected scaffold is always plumb, level, and square. All brace connections shall be secured.

Take the whole crew, stand them down, and discuss why they can't be doing that from a structural stability and OSHA compliance standpoint. I'd also talk to them about why they feel the need to take the cross-bracing off and see if there is a better way to perform the work that may be safer and more efficient.

They should use outriggers, with the appropriate fall protection of course.
