I think that's a really good topic! I don't have much experience with Tier II reporting and I'm not responsible for it at my current role. But, I did work with a previous manager on it back in 2018-19. I know EPA has some good forms and instructions page and then there is tceq.com(Texas Commission on Environmental Quality) that has good literature on it. Also, I don't know if you have an account with J.J. Keller, but they have some information on instructions and everything too. Hopefully, you will get some other feedback on here!

Look at your state's requirements too! May be a good starting place.
